Message	I'm trained to believe there is always a right answer. So far, its proven to be true. In all seriousness, the guide should include rationalizations. Not everyone should run the same clearances depending on other factors. But you're right, it would need a load of policing. :( Daily driving a TT is like ordering your favorite pizza for breakfast lunch and dinner.
